In 2014, Star Asia Aviation Group was awarded the CCAR-145 Departmental Maintenance License by the Civil Aviation Administration of China (CAAC).
The Rules for Qualification and Validation of Civil Aircraft Maintenance Units were adopted at the 4th Ministerial Meeting on February 8, 2022, and are hereby promulgated and shall come into force on July 1, 2022, with the following main contents:
(i) Regulatory measures have been clarified in accordance with the spirit of "management and service". The Rules stipulate the contents of annual reports that maintenance units should provide to the Bureau in light of the actual supervision of the industry; and stipulate that the Bureau shall carry out supervision and inspection work in light of changes in the situation of maintenance units. According to the requirements of national credit supervision, special provisions on credit management have been stipulated. For maintenance units with multiple maintenance locations, they are required to establish a unified management and manual system. Connecting the competence requirements for maintenance release personnel with the requirements for maintenance personnel in the revised Administrative Rules for Civil Aircraft Maintenance Personnel Licenses. (ii) Clarifies that there is no need to retrain staff every two years, provided that the maintenance unit maintains continuous work and there is no change in operation and management.
(ii) The basic conditions and management requirements for maintenance units have been clarified. Technical provisions have been made on plant facilities, equipment, staffing, technical documents, maintenance unit manuals, maintenance records, maintenance release certificates, defect and unseaworthiness reports, etc., necessary for maintenance units to carry out maintenance activities.
(iii) Legal responsibilities have been set in accordance with the requirements of the newly amended Administrative Penalty Law. Combined with the industry's regulatory practice, the revised Administrative Penalties Law specifies the corresponding legal responsibilities for cases where it is necessary to set penalties for failure of maintenance units to continuously comply with the regulations, fulfill technical requirements, or truthfully report information.
