In 2015, Star Asia Aviation Group was awarded the Part CCAR-135 Air Operator Operational Qualification Certificate by the Civil Aviation Administration of China (CAAC).

    The new CCAR-135 "Rules for Operational Qualification and Validation of Small Commercial Transportation and Air Tour Operators" was formed after CAAC 2022 made a comprehensive revision of the "Rules for Operational Qualification and Validation of Small Aircraft Commercial Transportation Operators" and changed the name of the rules, which will come into force on July 1 of the same year. The following are the main contents of the revision are:


    First, the general requirements for operation and the standardized procedures that should be followed for qualification and validation by the dispersed provisions of the chapters are unified and incorporated into the general rules and qualification and validation, and other special requirements are refined and classified according to the management of small aircraft, transport category aircraft and transport category helicopters, and the relevant technical requirements are adjusted accordingly, which are more in line with the characteristics of the operation of the air traffic.


    Secondly, under the premise of operational safety, the relevant restrictive provisions that are not compatible with the current development of air navigation are deleted, taking into account the convenience of domestic operation and the compliance with the rules of overseas operation.


    Third, the principles, methods and basic contents of operation manuals prepared by operators of transportation aircraft and helicopters are clarified in the form of an annex.


    Fourthly, a large number of appendices in the existing rules have been deleted, and the relevant contents will be published by the CAA in other ways to ensure that the provisions are updated synchronously with the requirements of airworthiness certification and are concise and applicable.


    In addition, this amendment moves the provisions related to short-haul air excursions in the existing General Operation and Flight Rules into the Rules for Operational Qualification and Validation of Small Commercial Transportation and Air Excursion Operators. The relevant definitions are as follows:


    --Long-haul air excursion flights: means flight activities for the purpose of sightseeing excursions using small aircraft other than primary category aircraft, gliders and certain specific types of aircraft specified by the Bureau, with the distance between the point of take-off and landing being greater than 40 kilometers.


 --Short-haul air excursion flight: means a flight activity specified in rule 135.23 (5) of these rules using aircraft other than primary category aircraft, gliders and certain specific types of aircraft specified by the Agency.
